Get download URLs for completed access request
GET/api/v3/privacy-request/:id/artifacts
Returns a pre-signed URL to download the data export for a completed ACCESS request.
The URL is valid for up to 24 hours and never beyond the export's own expiry;
check expiresAt in the response. Exports are retained for 90 days after
generation, after which this endpoint returns 410 Gone.
